A few lots existed in the early 1900s, sandwiched between Borchard and Friedrich land to the south and north, respectively. In the early twentieth century, the Janss family, developers of Southern California subdivisions, bought 10,000 acres. They ultimately came up with ideas for a "complete community," and the word is now used across the city. Despite early hopes, major subdivisions did not emerge until the 1920s. The progress was sluggish, and the Great Depression of the 1930s hindered it much more. In addition to agriculture, the cinema industry grew in importance in the 1920s and 1930s.

On October 7, 1964, the City of Thousand Oaks became the first incorporated city in the Conejo Valley. Some sources incorrectly claim that Thousand Oaks was founded on September 29, 1964, when voters approved the incorporation and chose the name. The incorporation, however, was not complete until the certificates of election were submitted with the California Secretary of State, followed by the filing of the record of affidavit with the Ventura County Clerk.

While agriculture dominated Thousand Oaks until the 1950s, in the 1960s, a number of high-tech firms relocated to Newbury Park. It is now home to a, well, number of high-tech and biotech firms, earning it the moniker "the new Silicon Valley." Thousand Oaks has been ranked as one of America's richest cities.
