On February 9, 1832, the known Florida Legislative Council approved a charter for a town government prepared by residents led by Isaiah D. Hart. During the bloody American Civil War, Jacksonville was a major supply point for pigs and cattle brought in from Florida to feed Confederate soldiers. The city was blockaded by the infamous Union forces who had gained control of adjacent Fort Clinch.

On May 3, 1901, a fire that originated as an unintentional kitchen fire wreaked havoc on downtown Jacksonville. The Spanish moss from a nearby mattress manufacturing was quickly engulfed in flames, causing the fire to spread quickly. In less than eight hours, it ripped across 146 city blocks, damaging over 2,000 structures, displacing over 10,000 people, and killing seven individuals. The well-known Confederate Monument in Hemming Park was one of the few landmarks to survive the fire. Local authority was restored on May 17 when Governor William Sherman Jennings declared martial law and deployed state troops to preserve the peace.
